Ed Garcia Otero - Attorney

Ed Garcia-Otero is a patent attorney at Withrow & Terranova, and a former patent examiner in modeling and simulation. His legal experience comprises over 10 years of patent prosecution (including many reexaminations and petitions), plus over 20 years of engineering (mostly in research laboratories such as Idaho National Engineering Laboratory). His technical expertise includes electrical systems such as: semiconductor design and fabrication; cellular communications; and digital cameras. Further, his technical expertise includes chemical systems such as: tritium processing; pulp processing; and polymers. He was the technical advisor for an electric car that won first place in efficiency and first place in acceleration at a Clean Air Vehicle Association (CAVA) competition.

Mr. Garcia-Otero earned numerous degrees: BS Chemical Engineering; BS Electrical Engineering; MS Nuclear Engineering; Masters in Business Administration; and Juris Doctorate. He also completed all of the coursework towards several other technical degrees. His awards include: National Merit Scholar, American Nuclear Society Fellow to Japan, Outstanding Achievement in Nuclear Engineering, Chancellor’s Fellow, National Science Foundation Fellow, and Electrical Engineering Honor Society.

Mr. Garcia-Otero wrote the following legal and technical publications: A Continuation-in-Part (CIP) is an Unholy Mix (RE: PowerOasis, Inc. v. T-Mobile USA, Inc.); Long Live the Reasonable Examiner (RE: Cargill, Inc. v. Canbra Foods, Ltd.); Vacuum Disengager for Tritium Removal from HYLIFE-II Reactor Flibe (LiF)2BeF2; Hyperbolic Energy Analyzer: A Novel Diagnostic Ion Probe; Electron Populations in the Hot-Electron Ring Region of Mirrors and Cusps; and Mass Focused Stigmatic Proton Beam.

Mr. Garcia-Otero is registered to practice before the U.S. Patent and Trademark Office without territorial restriction. He is admitted to practice in Virginia. He is a member of the American Intellectual Property Law Association (AIPLA), and of the Institute of Electrical and Electronic Engineers (IEEE).
